From January 1, 2017, if you change your driver's license through the State Services portal, you can pay a state duty with a 30% discount, that is, not 2,000 rubles, but 1,400 rubles. This discount will be provided to drivers until January 1, 2021.

WHICH CATEGORIES WILL BE OPEN WHEN REPLACING THE OLD-STYLE RIGHTS TO THE NEW?

Since April 2014, driving licenses have taken on a new look, as well as new categories and subcategories of vehicles.

There was a category "M", having received which you can drive ATVs and mopeds. There are also new subcategories. For example, if category "A" is open on your old driver's license, the new license will have open subcategories related to this category, namely, with the subcategory "A1," and "B1".

Category "B1" is additional to both category "A" and category "B", giving the right to drive ATVs and tricycles. Since these vehicles can have controls for both cars and motorcycles, the open category “B1” in addition to category “A” gives the right to drive ATVs that have controls like motorcycles, but in combination with category “B”, category "B1" allows you to drive ATVs that have vehicle controls. Thus, every driver is obliged to change them regularly. The replacement procedure itself took me no more than 1 day. But it took me several days to prepare the documents. And in this article I will tell you what replacement periods are set for a driver's license, as well as how the procedure for replacing them is carried out.

There may be several reasons for replacing a certificate, and one of these reasons is the end of its term. On each driver's card, you can find the date of issue and the date of expiration. It is important to know that not in every case of replacement you can get a certificate with a new validity of 10 years. If you need to obtain a new document due to certain circumstances, its validity period will not be extended. These include:

  • at loss;
  • in case of damage;
  • when changing new information in the document;
  • upon detection of errors and inaccuracies;
  • when a document is stolen.

In all these cases, it is required to submit a simplified package of documents, namely: medical certificate confirming the state of human health to control the vehicle. If you change your rights for these reasons, be prepared to receive a duplicate of your first certificate with a remaining validity period.

But you can get a certificate with a new validity period, provided that you submit a medical certificate of the form established by law. Thus, in order to increase the validity of the rights in all cases, it is required to provide a certificate with the opinion of doctors.

Required documents

To the general list binding papers to replace the certificate on this basis, you will need:

  • a document confirming your identity(in most cases, a passport is used, but in its absence, another document provided for by law can be used);
  • previous ID(it must be recycled);
  • 2 photos 3.5 by 4.5 cm in size, printed on matte paper (they are now made in every traffic police department);
  • medical report drawn up in a strictly prescribed form;
  • payment document confirming payment of the mandatory fee (2000 rubles);
  • drawn up on a special form.

Also, drivers who received a license in 2013 and later are required to present a driver's card or a certificate confirming that they have completed compulsory training at a driving school.

Please note that you do not need to retake the exams. This measure is taken only to violators of the law, who were deprived of their rights by a court decision. In all other cases, the replacement is carried out according to a simplified scheme.

The order of filling will be as follows:

Medical certificate

  • narcologist;
  • psychiatrist;
  • ophthalmologist;
  • therapist;
  • neuropathologist;

And only the therapist prescribes the final conclusion in the certificate itself. Its expiration date is now strictly 1 year. In this case, the therapist can put an additional signature to the certificate, indicating that the person must undergo a medical examination annually. In this case, the certificate will be considered valid only with a valid medical certificate.

You can undergo a medical examination in a public or private clinic. The most important criterion for the legality of the received certificate is the availability of a license from medical institution. If this license is not available or it expires, the certificate will be invalid. Therefore, when choosing an institution, be sure to pay attention to this.

Timing

The procedure for replacing rights will depend on the method of filing documents. They can be sent in several ways:

  • directly through the traffic police(you can apply to any branch in Russia, regardless of your place of residence);
  • at the MFC(these centers work as intermediaries, therefore, they do not carry out a replacement on their own, but only serve as a center for the transfer of documents);
  • through the State Services(The application process will take you 10 minutes, but then you will have to appear on the day and time you choose to receive the document).

The fastest option of these is to file an application with the traffic police. Because you will receive the rights immediately on the same day after receiving the required documents. However, remember that driving a vehicle with an expired document, as well as without it, is punishable by a fine. And its size varies from 5 to 15 thousand rubles. Therefore, it is not worth the risk, and it is better to replace your ID on time.

Remember that after replacing the certificate, it will have new details, and they must be prescribed in the insurance policy. The validity of a driver's license in 2020 is 10 years from the date of issue or the last replacement. In order not to run into a five-figure fine, you need to exchange them on time. Replacing rights not earlier than six months before graduation - is that true?

No. The most common information on the Internet is replete with this very period - allegedly, a v / y can be exchanged only six months before the expiration of the 10-year validity period. And that's not true. But where did this myth come from? Let's explain!

A few years ago, the question of how much earlier you can change a driver's license was not regulated by any legal act. But everything changed on March 23, 2017, when this rule was settled by the amendments made to the PPRF No. 1097 "On admission to the management of the vehicle." And since before that the period for replacing rights was not regulated in advance before their expiration, the traffic police established their own rules, and most often it was said that you could exchange a driver's license only six months before the end of their validity.

How long before graduation can I change my license in 2020?

Today, motorists have the right to replace a driver's license for any period before the end of their validity, at least six months, at least a year, at least 5 years, but there are 2 subtleties.

As we noted above, Government Decree No. 1097 has been amended. They are installed by another PPRF - at number 326, and it was in it that paragraph 32 of the first document was replaced, in which it became settled that drivers can change the V/U at any time, but with a big nuance - more precisely, two:

  • if you just contact the MREO traffic police or the MFC to exchange rights ahead of their expiration date without any documents (except for a passport and old rights), then new ones will be issued to you exactly for the same period as the old ones were valid - that is, it will just be an update plastic driver's document
  • if you present a valid (not expired) medical certificate when replacing a medical certificate, then new rights will be issued to you for a new period of 10 years.

The above is regulated by the same paragraph 32 of the regulations:

If the applicant submits medical report a Russian national driver's license instead of a previously issued Russian national driver's license on the grounds established by subparagraphs "b" - "d" and "e" of paragraph 29 of these Rules, issued for 10 years unless otherwise provided by federal laws.

And these 2 conditions, with or without a medical certificate, are relevant for replacing a driver’s license for the following reasons:

  • if your full name or other data specified in the rights has changed,
  • if you have lost your old driver's license,
  • if the v / y has deteriorated (wet, rubbed, torn, etc.),
  • if you applied to government agencies just to replace this document without any reason.

Thus, you can change your license ahead of time at any time, but in order for a new driver's license to be issued to you for the new 10 years, you must provide a medical certificate.

About medical certificate

This is the most time-consuming and time-consuming thing you will need when replacing a driver's license. It is advisable to allocate at least half of the working day for this.

Medical certificate is obtained anywhere, not necessarily at the registration address, but the medical institution must be licensed for this. About categories of rights

Of course, in the new rights that you decide to replace before the expiration date, you will have the same categories to which you are admitted under the right to drive, which were in the old one, but only on condition that during the medical examination and receipt certificates revealed no contraindications to the management of certain (or all) categories.

If you have studied for a new category

And in the traffic police, when you apply to change your driver's license before the expiration date, take with you, among other documents, a certificate of completion of courses for new categories.

Do I need to retake the exam?

No. Despite attempts by legislators to introduce a mandatory re-examination when replacing rights due to the expiration of a 10-year period, as of February 14, 2020, this rule has not yet been introduced, and drivers have the right to obtain new rights ahead of time or after it ends without passing the exam.

Nevertheless, there is common sense in replacing the rights right now, even if they have not expired, since the draft law on the exam for knowledge of traffic rules is under consideration.

There are no other reasons for exchanging a driver's license earlier than the deadline.

Will they be forced to pay fines?

In practice they can. In theory, they have no right to do so. The 2020 legislation does not provide in any regulatory act for the mandatory payment of all existing fines for traffic violations to replace rights.

If this is required of you by the MREO STSI, then demand a written refusal - the inspectors must provide it when submitting a written (or electronic through the State Services) application. Most often, this kind of illegal requirements end there.

A driver's license (hereinafter referred to as the VU), like the passport of a citizen of the Russian Federation, has a validity period established by the Law, after which the document loses its legal effect. The legislation provides that upon expiration of the right should be replaced. Where is the exchange of rights at the end of their validity period in 2019-2020

To replace a driver's license at the end of its validity period, the driver can choose one of the following methods:

  1. Personally contact the traffic police department that has the authority to deal with the exchange of documents. Please note that within one subject there can be several such objects at once.
  2. Issue a replacement of rights using the State Services portal;
  3. Contact one of the multifunctional centers where, starting from 02/01/2017, you can receive either.

You need to apply for replacement rights only at the place of actual location. At the same time, the initial place of obtaining / exchanging a driver's license is not of fundamental importance. In addition, there is no link to the place of registration either, which allows the driver to apply for replacement of rights upon expiration of their validity to any of the authorized divisions. The result of such an appeal must be positive (provided that the driver complies with all the requirements established for the procedure).

The following categories are excluded:

  • Stateless persons;
  • Persons who are citizens of another country.

In the process of obtaining national citizenship, these categories of persons must have temporary stay / residence within the same subject. For these reasons, the procedure for replacing a driver's license can be carried out exclusively at the place of temporary registration, as stated in paragraph 3 of the rules for issuing driver's licenses:

Validity of a driver's license

The legislation of the Russian Federation regulates the 10-year validity period of the VU. If desired, the validity period of rights can be specified in a special column of this document. After the expiration of the validity period, the VU for driving a vehicle is considered invalid and will require replacement due to the expiration of their validity.

It should be noted that there are situations in which the VU loses its validity even before the period specified in it, namely:

  • The personal data of the driver has been properly amended;
  • Facts of providing forged documents to obtain a higher education institution were revealed;
  • As a result of natural wear or other mechanical / chemical impact, the document (VU) has lost its readability;
  • Loss of VU or its theft by third parties;
  • The state of health, and after it the medical indicators of the driver, have changed;
  • Obtaining a new VU by the driver.

From this we can conclude that the driver's license is considered valid for the entire period specified in them, unless the circumstances listed above have occurred.

In addition to national rights, at the request of the driver, he can be issued an international driver's license. The validity period of such a document is 3 years (unless a shorter period of validity is established in the main WU).

Before considering the stages of replacing the VU, it is necessary to collect in advance a list of documents that are mandatory in 2019 and 2020 when obtaining new rights to replace those that have become invalid due to the expiration of the validity period.

To replace the rights in 2020, the driver is obliged to provide the authorized traffic police unit with a package of documents, which includes:

  • A self-written application for the replacement of a driver's license (can be filled out directly at the traffic police);

  • A document confirming registration at the place of residence or at the place of residence of the applicant.   • VU that has expired.
  • A certificate issued by the traffic police department stating that in previous periods the driver was not subject to deprivation of the right to drive the vehicle (when contacting the REO);
  • Paid receipt (fee for obtaining a VU);
  • 3 photos, size 3x4 (exception: automated production of VU).

Document confirming registration

Since the driver wants to replace the rights due to the expiration of its validity, the old rights will need to be handed over to the traffic police.

How to change/renew your driver's license
