A driver's license (hereinafter - VU), like a passport of a citizen of the Russian Federation, has a validity period established by the Law, after which the document loses its legal force. The legislation provides that after the expiration of the validity period, the right should be replaced. Driver's license validity period
The legislation of the Russian Federation regulates the 10-year term of validity of the VU. If desired, the validity period of the rights can be specified in a special column of this document. In addition to national rights, at the request of the driver, he can be issued an international driver's license. The validity period of such a document is 3 years (unless a shorter period of validity is established in the main VU).

- A document confirming the applicant's completion of the training (+ a copy of this document). Exceptions are persons who, prior to 2013. underwent individual training.
- VU, which has expired.
- A certificate issued by the traffic police department, stating that in previous periods the driver was not deprived of the right to drive the vehicle (when contacting the REO);
- Paid receipt (fee for obtaining a VU);
- 3 photos, size 3x4 (exception: automated production of VU).

Document confirming registration

Medical certificate form No. 003-V / U

Previously none legislative acts The Russian Federation did not contain a direct prohibition for drivers to change their rights earlier than the established deadline. However, Regulation No. 1097 (clause 29) contained the interpretation that the replacement of rights without passing exams for knowledge of traffic rules can be only if there are legal grounds for that. However, the reflection of this statement in regulations did not have.

But since April 4, 2017, the situation has changed. The new amendments to the Decree of the Government of the Russian Federation No. 1097 of October 24, 2014 (clause 32) now state that if the driver submitted an application with a request to replace the license with new ones for reasons such as changing personal data, losing or simply his desire, the validity period of the VU remains unchanged. And in the case of providing a medical certificate, the validity of the rights will continue again for 10 years.
Based on this, we can safely say that early replacement of rights from 2017 has now become possible. Moreover, the drivers were given the right to change the license plate at any time, regardless of the reason for changing the license. Therefore, whenever you come to the traffic police department to exchange a license for a new one, they will not be able to refuse you, as it was before.
