Ministry of Internal Affairs replacement driver's license. How can I exchange my driver's license myself? Early replacement of VU

A driver's license (hereinafter - VU), like a passport of a citizen of the Russian Federation, has a validity period established by the Law, after which the document loses its legal force. The legislation provides that after the expiration of the validity period, the right should be replaced. At the same time, for the management vehicle(hereinafter - TS) with expired rights in the Code of Administrative Offenses of the Russian Federation provides for a fine. Replacing the VU with a new one, made on time, will allow the driver to avoid fines.

Now we will tell you about all the nuances of the replacement of rights, and about the terms of replacement (renewal) driving license established at the moment by the legislation of the Russian Federation. Using our information, drivers will be able to replace the VU as soon as possible.

Where rights are exchanged at the end of their validity period in 2019-2020

To replace a driver's license at the end of their validity period, the driver can choose one of the following methods:

  1. Personally contact the traffic police department that has the authority to deal with document exchanges. Another name for such a body is MREO (interdistrict registration and examination department). Such branches operate in all Russian regions, where there is a single database. Please note that several such objects can be located within one subject at once.
  2. Issue a replacement of rights using the State Services portal;
  3. Contact one of the multifunctional centers, where, starting from 02/01/2017, you can receive either.

You need to submit an application for a replacement of rights only at the place of actual location. At the same time, the initial place of obtaining / exchanging a driver's license is not of fundamental importance. In addition, there is no binding to the place of registration, which allows the driver to apply to any of the authorized divisions to replace the rights upon their expiration. The result of such an appeal must be positive (provided that the driver observes all the requirements established for the procedure).

The following categories are an exception:

  • Stateless persons;
  • Persons who are citizens of another country.

In the process of obtaining national citizenship, these categories of persons must have a temporary stay / residence within the same entity. For these reasons, the procedure for replacing a driver's license can be carried out exclusively at the place of temporary registration, as stated in paragraph 3 of the rules for issuing driving licenses:

Driver's license validity period

The legislation of the Russian Federation regulates the 10-year term of validity of the VU. If desired, the validity period of the rights can be specified in a special column of this document. After the expiration of the validity period, the VU for driving a vehicle is considered invalid and will require replacement due to the expiration of their validity period.

It should be noted that there are situations in which the VU loses its effect even before the period indicated in it, namely:

  • Changes have been made to the driver's personal data as appropriate;
  • The facts of submission of forged documents for receipt of the VU were revealed;
  • As a result of natural wear and tear or other mechanical / chemical impact, the document (VU) has lost its legibility;
  • Loss of VU or its theft by third parties;
  • The state of health, and hence the medical indicators of the driver, have changed;
  • Receiving a new VU by the driver.

From this we can conclude that driver's license are considered valid throughout the period specified in them, if the circumstances listed above have not occurred.

In addition to national rights, at the request of the driver, he can be issued an international driver's license. The validity period of such a document is 3 years (unless a shorter period of validity is established in the main VU).

Before considering the stages of replacing a VU, it is necessary to collect in advance a list of documents that in 2019 and 2020 are mandatory when obtaining new rights to replace those that have become invalid due to the expiration of the validity period.

List of documents for replacing auto ID in 2019 2020

To replace the rights, you need to collect required list documents.

To replace the rights in 2020, the driver must submit a package of documents to the authorized traffic police department, which includes:

  • A handwritten application for replacing a driver's license (you can fill it out directly at the traffic police);
  • Passport of a citizen of the Russian Federation / another document that certifies the identity of the applicant (+ a copy of this document);
  • Document confirming registration at the place of residence or at the place of stay of the applicant. Please note that if the registration is permanent, then the corresponding mark in the passport will confirm this fact. If the residence permit is temporary, then the supporting document is a certificate of registration of the applicant at the place of stay, which is issued by the relevant authority .;
  • Medical certificate of the established form, which confirms that the applicant's state of health allows him to drive the vehicle of the category specified in the application (+ a copy of this document). Drivers should be aware that it is preferable to provide a medical certificate from a local medical institution, since otherwise the inspector may require a copy of the license of the medical institution that issued the document (medical certificate) to the applicant. Please note that some departments have introduced a separate procedure for certifying copies of medical certificates.
  • A document confirming the applicant's completion of the training (+ a copy of this document). Exceptions are persons who, prior to 2013. underwent individual training.
  • VU, which has expired.
  • A certificate issued by the traffic police department, stating that in previous periods the driver was not deprived of the right to drive the vehicle (when contacting the REO);
  • Paid receipt (fee for obtaining a VU);
  • 3 photos, size 3x4 (exception: automated production of VU).
    To make the information for drivers as complete as possible, we will consider in detail each document from the specified list.

And so, what documents are needed to replace (renew) a driver's license in 2020, both in the capital and in other Russian regions.

Application for replacement of rights

As a rule, the form of such an application is issued to the driver on the spot (this information should be clarified separately). We provide you with an application form for replacing a VU in 2019-2020 for review.

The entire application consists of 2 pages, where you need to enter passport information and personal data of the applicant. In addition, you will need to indicate the reason that caused the need to replace the rights, as well as the date of issue and the VU number of the previous one.

On the form, the inspector puts down the current service marks.

Russian passport

A passport of a citizen of the Russian Federation (must be valid) is a mandatory document to confirm the identity of the applicant. In addition, you should make a copy of the document in order to leave it at the traffic police, attaching it to the application.

Document confirming registration

As a rule, registration is confirmed by the corresponding stamp in the passport. However, to those who permanent registration does not have, you should make a temporary registration, which must be presented at the place of stay.

Medical certificate form No. 003-V / U

Such a certificate is a conclusion of a medical institution that the driver does not have any diseases that would become an obstacle to driving a vehicle of the required category. To exchange a VU, such a certificate is necessary, since it is a permit for the driver to drive the vehicle (starting from 01.07.2016, the validity of the medical certificate is limited to one year). Based on this, when replacing the license after the expiration of their validity period, the driver will have to receive a new medical certificate. Please note that starting from 2016, it is not required to provide a medical certificate when replacing a VU due to a change in personal data or loss / damage of a document.

Training document

A driver card acts as such a document, which confirms the fact of passing a special training course (a small book of 2 pages, which indicates the driver's name, training period, name or number of the driving school, the number of academic hours listened to and the amount of points that was received on the exam ). It is important to know that this document is not obligatory for the exchange of VU, but it would still be better to present it.

Old auto-ID

Since the driver wants to replace the license due to the expiration of its validity period, the old license will need to be handed over to the traffic police.

Help from the traffic police

The certificate confirms that the driver has not previously been deprived of the right to drive the vehicle. It turns out such a document in the traffic police, but it is better to do this in advance.

Receipt confirming payment of the fee

The details for which you need to pay the fee can be obtained from the traffic police. It is better to pay at Sberbank, however, those who do not want to stand in line can use the service on the website gibdd.ru. (The necessary traffic police department is selected there, and after that it will be possible to print a receipt with fully filled in information).

Photos

In order not to do unnecessary actions, you should check in advance with the traffic police department if they have a service for the automated production of VU (in this case, the photo will be taken right on the spot). If there is no such service in the traffic police department, then matte photographs of 3x4 cm (3 pieces) will need to be attached to the application.

Please note that the full list of documents should still be checked at the traffic police department at the place of residence.

The procedure for replacing / extending a driver's license

After describing the list of documents, you can proceed to the procedure for exchanging or renewing a driver's license in the traffic police in 2020.

After collecting all the documents, you need to go either to the department of the MFC (multifunctional center), or to the traffic police department (optional) at the place:

  • registration;
  • temporary registration;
  • actual residence (if the driver does not have a temporary or permanent registration).

Since you do not need to pass exams to replace your license, the entire procedure must be completed in one day. Although our legislators are not asleep and everything can change.

In order not to waste extra time on making clarifications in the future, you should carefully study the correctness and compliance of all personal data that are indicated in your new VU.

Should I take the exam when my license expires in 2020?

The existing rules do not oblige drivers to confirm their knowledge of traffic rules and pass the appropriate exams if they need to change their rights due to their expiration.

How much does it cost to replace a driver's license in 2020

Many car drivers are interested in the question of how much it costs to replace a license. We inform you that now the state duty for replacing a driver's license in 2019 2020 will cost the driver 2 thousand rubles (on a paper basis - 500 rubles).

Payment of the state duty should usually be carried out at a bank branch, but there are other ways.

Using the payment service on the State Services website, the driver gets the opportunity to pay the state duty for the replacement of rights with a 30% discount. As a result, the amount to be paid will not be two thousand, but only 1400 rubles.

It is important that when the validity period of the driver's license expires, the rights are issued as if anew. Thus, if the validity period has expired, then such a VU is invalidated, which automatically equates to a complete lack of rights. This must be taken into account when paying the state duty, since in such a situation its amount will be the same as during the initial issuance of a driver's license.

The cost of replacing a driver's license can be attributed to the amount that will cost the driver to undergo a medical examination to obtain a medical certificate (form No. 003-В / У). Depending on the region and whether it has permanent / temporary registration, this amount fluctuates in the range of 1000-2500 rubles.

Previously none legislative acts The Russian Federation did not contain a direct prohibition for drivers to change their rights earlier than the established deadline. However, Regulation No. 1097 (clause 29) contained the interpretation that the replacement of rights without passing exams for knowledge of traffic rules can be only if there are legal grounds for that. Thus, if the driver appeared at the traffic police and declared his desire to replace his old VU with a new one, which expired only after a month, then he could well get a refusal due to the lack of legal grounds for such a replacement.

On the official website of the traffic police, information was also posted, according to which it was impossible to obtain a new license instead of the old one earlier than six months before the end of the validity period of his existing VU. However, the reflection of this statement in regulations did not have.

The traffic police website contains information that the replacement of the VU is possible 6 months before its expiration date.

But since April 4, 2017, the situation has changed. The new amendments to the Decree of the Government of the Russian Federation No. 1097 of October 24, 2014 (clause 32) now state that if the driver submitted an application with a request to replace the license with new ones for reasons such as changing personal data, losing or simply his desire, the validity period of the VU remains unchanged. And in the case of providing a medical certificate, the validity of the rights will continue again for 10 years.

Based on this, we can safely say that early replacement of rights from 2017 has now become possible. Moreover, the drivers were given the right to change the license plate at any time, regardless of the reason for changing the license. Therefore, whenever you come to the traffic police department to exchange a license for a new one, they will not be able to refuse you, as it was before.

Do not forget that driving with expired license or incorrect personal data may well be equated with their complete absence, which invariably entails a penalty in the form of a fine.

Do I need to pay fines before changing the rights?

If earlier the traffic police refused to replace the rights in the case when the drivers did not pay all the debts for fines, then, starting in 2017, the situation has changed. Now such a refusal can be interpreted as an illegal restriction of the driver's right to drive the vehicle.

However, at first glance, such a relaxation is not so beneficial to car drivers. The fact is that, when the driver contacts the traffic police about the replacement of rights, the inspector checks whether he has unpaid fines and, if any, draws up a protocol of imposition for failure to pay a double fine.
It follows from this that the VU, of course, will be issued, but the amount of unpaid fines will double.

Advice! Before a visit to the traffic police regarding filing an application for the replacement of rights, it is imperative to check whether he has outstanding fines, and if any, be sure to pay.

What is the penalty for late replacement of rights in 2020?

Article 12.7 of the Code of Administrative Offenses of the Russian Federation provides for the following liability of drivers:

The interpretation of this provision allows us to assert that if the vehicle is driven by a driver who has an expired vehicle, he (the driver) will be fined. However, if we take into account that expired rights are recognized as invalid, then it can be argued that from the moment of expiration of the driving license, the driver no longer has the right to drive the vehicle.

In addition, Article 28 of the Federal Law No. 196 reflects the provision on the termination of the VU, namely:

Summing up the above information, it should be noted that the driver must carefully monitor the validity period of his own driver's license, and timely submit a set of documents to obtain a new driving license, having paid the existing fines in advance.

Such caution and attentiveness in relation to documents is guaranteed to protect the driver from receiving new fines and additional troubles on the road.

ATTENTION! Due to the latest changes in legislation, the information in the article could be out of date! Our lawyer will advise you free of charge:

Every motorist must have a valid driver's license to drive the vehicle. A driver's license is issued for ten years and is mandatory not only for citizens of the Russian Federation, but also for foreigners who want to drive a car in the country. An exception is made only for Belarusians - they may not register their rights.

For those people whose document is about to expire, it is important to know how to replace the rights, since the reissue procedure takes some time. Timely preparation will reduce the waiting time for a new driver's license.

When you may need to replace rights

The most common reason for the renewal of rights is the end of their validity period. In addition to a temporary reason, there are also other situations that require an urgent replacement of the identity.

  1. Change of passport data. If you change your surname or first name, you will need to get the rights again.
  2. The presence of damage that does not allow identification of the document or its owner.
  3. Loss of rights (read about). If the driver's license was stolen or lost, then the document can be re-obtained from government agencies.
  4. The emergence of medical indications that prevent driving in the same mode.

Do not neglect the timely re-issuance of documents, since an expired driver's card can lead to fines ranging from 5 to 15 thousand rubles.

How to replace rights after expiration

There are three re-release options. These methods apply to both domestic and international law. When replacing the VU, there is no need to re-pass the examination assessment, which makes it possible to receive a laminated document in a short time (from 1 hour to 9 days). When replacing rights after the expiration of the term, you need to contact:

  1. In the MFC... You must bring a full package of papers to the MFC. After the certificates are checked and sent for the issuance of a new certificate, after 1 - 9 days, the finished VUs can be received in the same department of the functional center.
  2. To the website of the State Services... To receive a card in an expedited manner in the traffic police, you can apply in advance on the Internet resource of the State Service. A driver's license is produced within 1 - 4 days.
  3. In the traffic police... A personal visit to the traffic police will allow you to get the document as quickly as possible. To save time, you can pre-register on the State Services website.

If there is no desire to communicate with the traffic police, then the most optimal option would be a trip to the MFC, but it is important to remember that this option is the longest.

What documents are needed to replace a driver's license

  5. Payment receipt... From August 4, 2019 registration national rights costs 3,000 rubles. When registering through the State Services portal, when paying by non-cash method, a discount of 30% is provided. Additionally, when reissuing an international certificate, you may need a photograph 3.5 × 4.5 cm and a passport. The photo can be taken in any photo studio or directly in the MFC. Sometimes, when changing the license at the end of their validity period, it may be necessary to provide a driver card.

How to replace rights through the MFC

In order to visit the MFC, you must first register or take a ticket in the very center. The electronic queue allows you to quickly get to an appointment with a specialist and submit documents to replace a driver's license. If the application was not completed in advance, then the MFC employee will help you to draw it up correctly. The specialist will check the submitted documents and point out the missing papers. After the acceptance of the package of documents, the approximate waiting time for the new VU will be told. On average, it takes 5 days to replace a driver's license at the MFC in Moscow, and 1 - 2 days in the regions.

How to replace a driver's license after the expiration of the term through State Services

The State Services Portal is an excellent alternative to a personal visit to the traffic police at the stage of submitting documents. There is a system of discounts on the payment of state fees on the site, due to which the cost of paperwork is significantly reduced. A prerequisite for working with the site is registration on the Internet resource. After registration, you will need to enter detailed information.

How to replace the license after the expiration of the period in the traffic police

The process of re-issuing a VU in the traffic police is practically no different from the procedure in a multifunctional center. The need to provide a package of documents and verify identity. Some traffic police departments do not have equipment for photographing, so they may require a 3 × 4.5 cm photo card.

With a low load on the state institution, the required document can be obtained within 1 - 3 hours after the application is submitted.

Medical documents to replace a driver's license

A medical certificate in form 003-B / y can be obtained both in a private and in a municipal medical institution. The medical center must have the necessary qualifications and certain doctors of the state:

  1. Therapist... May be replaced by a family doctor. The doctor assesses the general condition of the person and indicates the existing diseases that can affect the safety on the road.
  2. Ophthalmologist... The speed of reaction depends on visual acuity. With a strong deviation from the norms or the presence of a disease that does not allow to fully perceive the environment. There are also restrictions for people who have recently had eyeball or eyelid surgery.
  3. Psychiatrist... The mental health of the driver is the key to the safety of all participants road traffic... In the presence of serious mental health pathologies, a person is not allowed to drive a vehicle.
  4. Narcologist... The presence of any addictions is a direct contraindication to driving. If a person was previously registered with a narcologist, then a medical examination for reference may not be passed.

If a driver reissues a document to work in professional companies, then he needs to clarify what documents are needed to replace the license. Often there is a situation when, in addition to the standard set of doctors, an additional passage of a neurologist, ENT, and electroencephalography may be required. All studies and inspections are aimed at ensuring the safety of road traffic.

When a driver needs to change his license, it is extremely useful to have information that regulates the timing of changing a driver's license. All road users should be aware that there is no universal answer for how long it takes to change the VU and how long it will take to exchange them. It all depends on the circumstances that determine the specific situation. In this article, we will analyze all aspects related to time costs, based on the current legislation of the Russian Federation.

How long is it given to replace rights

According to the rules for issuing and replacing, the owner of a driver's license can replace it at any convenient time. The main thing is that after the loss legal force VU, a citizen did not drive a vehicle, because he can earn a fine for driving without the appropriate documents (5-15 thousand rubles).

If, for example, today you have changed your surname, lost your VU, or they have run out of time, it is strictly forbidden to drive a car, but no one obliges you to change them on the same day.

Thus, if the driver has to change the rights, then they can be changed without focusing on any time frame. This applies to the following cases:

  • When you change your surname or other personal data;
  • In case of loss, damage or theft.

If the replacement period has expired a long time ago and a lot of time has passed, the motorist will be able to exchange a driver's license in at least a month, at least after 10 years. You will not have to pass exams for the right to drive a vehicle by the statute of limitations. You will easily be given a VU when you provide a standard package of documents to the traffic police.

How long does it take to change a driver's license

The rights, the replacement of which has yet to be performed, can be changed ahead of time, during any time, there is no specific time frame. The term of a VU is usually 10 years from the date of receipt. After this period, it will be canceled and become invalid. It is quite logical that it is rather risky to go out on the road with such a document, since the offender will face an impressive fine and the car will be sent to an impound parking lot. Therefore, it is better to keep track of the deadline and change the rights in advance.

The decree of the government of the Russian Federation No. 326, dated March 23, 2017, allows you to make a replacement in advance, for any time, regardless of the expiration date of the driver's license. They can be exchanged for new ones even on the day of receipt, without giving any reason.

How long does it take to exchange a VU in the traffic police

The timing of the replacement of rights depends on the promptness of their owner. In the traffic police, this procedure should not take more than 1 day if the motorist has prepared the necessary list of documents. You will spend most of your time standing in line. The process of exchanging credentials is as follows:

  • Submission of documents and their verification by an employee of the State Traffic Inspectorate;
  • Photographing and production of a driver's license;
  • Painting and obtaining new rights

These actions take no more than 1 hour. It will significantly save your time. In this case, you will not have to stand in line.

If you change through the MFC, this process can take up to 5 days, but the undeniable advantage is that you do not need to visit the State Traffic Inspectorate. The replacement operation is divided into 2 steps:

  • Initial visit and application
  • Within 5 days, a new driver's license is made and issued upon a second visit.

This is all nonsense, the main absorber of time, during which changing the license is the preparation of a medical certificate and the passage of the necessary doctors. These manipulations can take from 1 day to a week. Therefore, it is better to plan the replacement of the VU in advance.

Driving in Russia without fail requires a driver's license with the specified vehicle category. The validity period of such a document is 10 years, it is after this time that the driver must contact government agency for the purpose of replacing rights. Let's consider how this process takes place, in which authorities you can get new rights, as well as all the nuances of the procedure.

Before applying for a replacement driver's license, you must collect the required package of documents. Including:

  • the passport;
  • previous rights (the document must be disposed of);
  • certificate of the place of registration;
  • two matte photographs;
  • receipt of paid state fee;
  • completed application;
  • certificate of completion of training (except for those who themselves studied before 2013);
  • medical certificate.

You may also need a certificate regarding the absence of a court ban on changing and obtaining a driver's license. As a rule, this information is checked on the spot, but some offices require a document. Regarding the document on the place of registration, if the citizen has a permanent residence permit, then you do not need to take additional paper: the stamp in the passport is checked.

Where and how can rights be replaced?

Today, rights can be replaced in three state instances:

  • Traffic police;
  • through State services;
  • through the MFC.

Everyone chooses which method is the most optimal and convenient for him. Consider the procedure for replacing rights in connection with the expiration of the term in each individual case.

Through the traffic police

  • pay the state duty through the bank;
  • contact the traffic police department;
  • fill out an application;
  • hand over a package of documents;
  • receive a receipt on receipt of documents;
  • pick up the rights on the specified day.

Through State Services

You need to do the following:

  • fill out a corresponding application on the State Services website;
  • enter all data from medical certificate, old rights and personal documents;
  • pay the fee on the website;
  • select the traffic police department;
  • wait for a message about the readiness of the rights to be received by mail;
  • get personal rights at the inspection.

Through the MFC

You need to do the following:

  • contact the nearest department of the MFC;
  • fill out an application according to the sample;
  • submit the entire package of documents;
  • if necessary, take a photo on the spot (it's free);
  • get new rights in 5 working days.

Do I need to take the exam again?

To replace a driver's license due to the expiration of the expiration date, the presence of a certificate of completion of training is not a mandatory document, therefore, you do not need to take an exam. However, if you have a similar booklet with notes on the training completed, the number of hours, etc., it is better to take it with you, since sometimes the traffic police require it.

Early replacement of VU

After 2017, a law came into force that allows for the early replacement of a driver's license, regardless of the reasons for this appeal. Particular attention should be paid to the validity period of the document. In the event that a citizen asked to replace the rights due to the replacement of any personal data, loss, etc., then the validity period of the rights is not extended, but remains the same as on the old VU.

If a citizen provides a medical certificate along with an application, then the validity period is extended by 10 years, as in the case of the expiration of the date of rights.

Replacement of rights in the presence of fines

According to the legislation of the Russian Federation, the replacement of a driver's license due to the expiration of the term has nothing to do with the presence of unpaid fines. Despite this decree, most often in the process of replacement, traffic police or other authorities require payment of the debt in order to obtain new rights.

In this case, there are two options: you can either pay a fine, since the faster the payment is made, the more profitable it is for the driver himself. The second option is to insist on your rights that the payment of fines should not affect the receipt of a new VU.

Responsibility for driving with "expired" rights

In the Russian Federation, driving with expired rights is equivalent to driving without a license, which entails administrative liability under Part 1 of Art. 12.7 of the Code of Administrative Offenses of the Russian Federation in the form of a fine in the amount of 5 to 15 thousand rubles. At the same time, it must be borne in mind that traffic police officers have the right to fine even if the period has exceeded 1 day.

It is for this reason that many officials strongly recommend tackling this question in advance, taking into account possible difficulties, queues and non-working days.

Do I need to buy insurance again if I changed my license?

After the owner of the car replaces the driver's license, there is no need to purchase a new CTP or CASCO policy. The only thing that must be done without fail is to contact your insurance company to amend the policy. The procedure is free of charge and usually takes less than an hour.

The cost of replacing a driver's license

The cost of replacing rights includes:

  • state fee;
  • payment for issuing a medical certificate;
  • payment for the passage of a narcologist and psychiatrist;
  • payment of travel expenses to the traffic police department.

In accordance with the Tax Code of the Russian Federation, the state duty for replacing a driver's license is 2 thousand rubles. This is, if we are talking about a "national certificate", for the registration of an internationally-standardized payment will be 1600 rubles.

The cost of obtaining a medical certificate depends on the region, a specific medical institution and the urgency of issuing. On average in the Russian Federation, it ranges from 1200 to 3000 rubles. The payment for the passage of a narcologist and psychiatrist is usually paid separately and ranges from 400 to 1000 rubles.

We have reviewed all the important information regarding obtaining rights after their expiration date. It is imperative to follow the letter of the law and worry about replacing documents in advance.
